For all of the reasons discussed at the various hearings in this matter, the Government believes Ms. Lugo should be detained. The Government understands that this Court has put Defendant Lugo back out on bond. Contact with Ms. Garza, the co-defendant in this matter, has been linked to Defendant Lugo's violations in the past.
